I'd like to plea a special case for Portuguese! Because the pronunciation is so specific, I think speaking practice is the key problem formost people. I meet a lot who have the vocabulary but become disillusioned when they speak and no-one understands them and they don't understand what is said back to them even though it is words they "know"

For any language I would generally agree with practice being important for pronunciation 😊 For fluency-purposes, vocabulary tends to be a primary limiting factor and lack of practice is secondary.
